2.3 Order of precedence. In the event of a conflict between the text of
this specification and the references cited herein, the text of this specifi-
cation takes precedence. Nothing in this specification, however, supersedes
applicable laws and regulations unless a specific exemption has been obtained.
REQUIREMENTS

3.1 First article. When specified (see 6.2), one complete power source
shall be subjected to first article inspection (see 6.4) in accordance with
4.4.
3.2 Design. The power source shall be new (not a prototype) and one of the
manufacturer's current production models. Each power source shall include all
components, parts, and features necessary to meet the performance requirements
specified herein. Each power source shall be a single, free-standing, trans-
portable, transformer-rectifier, direct current {DC), constant voltage power
supply with associated instrumentation. The power source shall also be suit-
able to serve as a DC power source for multiple individual welding control
